This collection consists of a single document written on Governor William O. Bradley's letterhead. The document consists of a series of notes about rule violations occurring at a mental institution. This institution could have been the Feeble Institute located in Frankfort, Kentucky. The notes contain information on various violations that occurred concerning "colored" inmates. These include "allowing all the attendants of the violent of the violent ward to go off duty." Information pertaining to several physicians are included in the note. The physicians named are Dr. Houser, Dr. Miller, and Dr. Letcher.
